Valley Sanitary District’s Ivan Monroy, an Operations team member, was selected by the California Water Environment Association (CWEA) and its Colorado River Basin Section for exceptional work in 2021. He was named the P3S (Pretreatment, Pollution Prevention, and Stormwater) Person of the Year.
Monroy, an Environmental Compliance Inspector II, has been with the District for three years.
“Ivan is such a committed public servant who embraces his work,” said Anna Bell, Lab and Compliance Supervisor. “He always goes above and beyond for his job, whether seeking out training opportunities or presenting about environmental compliance, as he did not too long ago at a CWEA conference.”
Monroy and his fellow team members in the Environmental Compliance Department inspect pretreatment processes and industrial and commercial facilities to ensure compliance with District ordinances and regulations. Monroy develops, implements, and maintains pretreatment program documentation, permits, and databases to reduce pollutants in the system and prevent contamination of groundwater sources.

Marshall said.
Before joining Valley Sanitary, Monroy’s career path included working as a government contractor for the Naval Surface Warfare Center (NSWC) in Florida. He is also a veteran, having served in the U.S. Army for several years; he was awarded the Bronze Star for Valor and earned two commendation medals also for valor during his deployment in Operation Iraqi Freedom. Monroy is a graduate of California State University, San Bernardino, where he majored in environmental studies. He resides in Coachella, where he and his wife are raising two children.
CWEA empowers wastewater professionals as they protect California’s most critical resource: water. The association’s 10,000-plus professionals represent all facets of wastewater management and resource recovery, including operators, engineers, and lab techs.
